An education program for plan participants should incorporate the following five steps:

• Understand the needs of the participants;
• Research the services available to assist the plan participants;
• Implement those services which will help the participants invest prudently;
• Monitor the process with an annual review that seeks to determine utilization of services, beneficial impact of services and investment impact;
• Take action to address areas of concern identified.
